I think it's Blizzy's toolbar, not necessarily Action Groups Extended. I could be wrong though.

It did get created after a bit of actual play. Creating a new save and "looking around" did not create the file. I think once I hit the action groups button is when it was created. Thank you!! Sorry for the silly post.

@Diazo Thank you for the wonderful mod. I have a fresh install of KSP and I do not have a AGExt.settings or a .cfg file in my AGExt folder Am I supposed to create this file?
