Paint.NET \'s \'oil painting\' effect creates images exactly like this one... I\'m guessing that\'s what you used?

I personally prefer the \'Ink Sketch\' effect, it\'s incredible!

I think he used the oil painting effect and added another effect that I can\'t recognize, for one. I personally prefer to use around 5-6 effects in a very specific order instead of just using the cover-all oil painting.

I used GIMP 2.6. It\'s great and completely free.

The effects applied in order were:

Desaturation

Brightness/contrast

Oilify

Apply Canvas.
