Um, no. The current (4.5) spec was released in August 2014, and until everyone switches to Vulkan, OpenGL will continue to be the standard (and only) graphics API on any non-microsoft operating system. Every GPU in existence (if manufactured after ~1998) is supposed to support it.

That said, Unity3d + OpenGL on  Windows is unofficial/unsupported, so YMMV.

I've got intel hd graphics on my laptop too, and I had the same result you describe. I ended up being more selective about the mods I install (no visual enhancements). I'm using rbray's DTL, which saves a bunch of RAM, so I can still use a fair number of parts packs.

In the old days integrated graphics were on the motherboard. Todays integrated graphics are on the CPU. They are unavoidable.
