You need to have upgraded the R&D facility one step. After that, what you do is open the "context menu" for one of the fuel tanks. There is a little dot in the upper right corner of the menu that allows you to "pin" it open. Click that. Then click on another fuel tank to open its context menu. By pinning, you can open more than two if you want. The In/Out buttons for doing a fuel transfer should show up automatically. You must not have any other context windows open at the time.
