This has been asked, suggested and discussed dozens of times already. And I am too tired of this discussion to tell why.

A more helpful answer: A significant portion of KSP's players get it from sources other than steam, so the idea is not to fragment the modding community by supporting an option only some of the players can use.

Some players don't like to get their mods off steam due to security purposes or they just don't like to go through the process. This could get more players in the modding area. Believe it or not, some players don't have mods because of this.

On another note, mods for KSP come in many many different flavours, with different installation procedures, occasionally involving manual changes to existing files. I dont know the ins-and-outs of how steam workshop works, but I bet that that doesn't help.
