Minmus inspiration?

Maybe for the name and size, but other than that the two worlds share precious little in traits.

Minmus is the outer moon of a terrestrial planet, Mimas the inner of a gas giant.
Minmus is green/blue and cannot be made of water ice, Mimas is likely bluish white if it's truly water ice all the way through.
Minmus has flats and gentle slopes. Mimas - from that picture - looks like Mun's north pole only all over.

This just proves that Minmus must be a Jool's moon, but was brutally forced to orbit the Kerbin.

Also, though existence of Minmus near the Kerbin is a good training for pilos, but this also makes Mun absolutely useless for colonization.

maybe the name was inspired, but the surface wasnt

The two important reasons you want to land on Minmus first* are low gravity and large expanses of perfectly flat areas (visible from orbit).  Landing on Mimas appears excruciatingly challenging.

*Even in career mode, although it looks like they've given you plenty more electricity to make a Munar landing if you want to challenge yourself for the early Mun landing.
