A mod for pop-out fins like you see in tube launched rockets/missiles

Is there a mod for pop-out fins like you see in tube launched rockets/missiles?  These could come in really handy for sounding rockets, reentering capsules/upper stages.  Lots of uses really.

If there isn't one already, would someone be willing to create them?

I don't know of a mod that does this specifically but you can fake it with Infernal Robotics if you don't mind that the wings will be clipped into other objects and will pass through them. 
You could create a sort of opening with other parts which the wings appear between, then you won't see them clipping out of the central object, if that makes sense.
