Loading menu causing high GPU load

Just wondering if anyone else experiences high GPU load on KSP's loading screen. It's so much that my frames raise between 1000-3000 and causes my cards coils to whine. Within the game I've Vsync enabled but it doesn't seem to apply to this screen. Should I be concerned?

Basic rundown of my Pc specs are -

i7-5870K Cpu

fatal1ty x99x killer Mobo 

16GB ddr4 ram

GTX 970 Gpu

I've noticed this or similar with several different games.

It appears that v-sync and/or frame rate limiters aren't applied in certain nominally 'low gpu load' scenes causing the gpu to run free and generate high load and ridiculous frame rate for no use at all.

The worst offender managed to enter this state when the screen saver kicked in ...

In KSP it can be solved by either installing a frame rate limiter mod (from Kerbokatz Small Utilities for instance).

Or just not leave the game in such scene ...
