Seems to be labor related, not sure who though.

They're protesting the general living and working conditions in Kourou, the use of foreign instead of local equipment in Arianespace projects, and CNES' influence on a government-owned medical institution, which they feel threatens privatization of said institution.

Basically, it has nothing whatsoever to do with launching rockets, and everything with local politics. (Source)

Looks like launches have been suspended indefinitely. Definitely will affect ses 15, maybe future launches.
