Simple - you're paying for someone to go out there, find a road (on a planet with no roads), search along said road until they find something useful and bring it to you.  That doesn't come cheap!

But why are they so expensive then? 'cause they are about as much as other stock stuff...

Oh, and if some parts such as the service bays are packs for Rockomax's tanks, why do they have a cost?

This is of course what happened, all the parts found lying by the side of the roads are remaining of explosions caused by the misterious abandoned KSC.

They have very careless ground technicians, the kind of people who open an envelope by shredding it. They need to weld them together and refurbish them

Also, due to the obvious complex bureaucratic intricacies of a space program they have to pay the spare part scavenging fine.

A simple explanation for a simple problem. They're discarded prototypes made by aspiring Kerbonaut candidates that were placed on horribly dysfunctional rockets, and were the only thing that survived.The KSC then found them, and decided to take credit for them, as no one wanted to admit that they crashed a rocket so close to the runway, and thus no one wants to own said part, so the KSC pulls a "finders-keepers" and take in the part for mass-production.
