Have done full uninstall. Installed outside of steam. Turned off read-only. Deleted Settings.cfg. Tried in x32 and x64. Turned off extra adapters. Updated graphics drivers. Deleted CKAN. Installed on separate hard drive.

Nothing has fixed the problem. Please Help.

That's a pretty general error.  Since nobody has tried to answer and given what you have tried there's quite a few possibilities.  So it could be bad RAM, try something like memtest.  If you've recently added hardware try removing it and it's driver (if there was one).  Registry problems have been known to cause these errors too.  All it's saying is the program is trying to access memory that doesn't belong to it.  If I'm reading between the lines right, it was working for you then it stopped working?  If so did you install any other programs like say a new virus checker or whatever just before the problem showed up?

I only mention these possibilities since is sounds like you've done some pretty basic things regarding KSP itself which suggests maybe the problem is coming from somewhere else...KSP is pretty taxing to a system so the problem might not be showing in other programs (yet).  Of course most of the time these problems are caused inside a program, programmers can have a lot of fun finding them and adding error trapping to try and catch them.  A failing CPU can cause these kinds of problems too though if you have other cpu intensive programs you'd probably already know that.
