We do not know.  Presumably the intention was to release the PS4 version on all markets.  However, Squad had to fire the company the hired to port the game, and have since hired another to fix the mess.  When all is said and done, a fully working console edition should be available everywhere, but we have no information as to when that might be.  Plans for the 1.2 update are for it to be released "early 2017" for PS and Xbox and they have announced it will then be available in the EU PS store.  No information about Asia yet.  You simply have to wait and hope.

I have an UK and Japan account that I use to download games that are unavailable in the US store. Maybe you can make a US account and try that way, but I can't promise that'll work. Maybe someone can verify?
