You can do that now if any part of your orbit is affected by the atmosphere, which is what orbital decay is.

although if you let it run on rails it will happily `not orbit` for years without decaying or degrading the orbit in any way.

IMO it would be nice to be able to be `in orbit` with a Pe above 60km and with an atmosphere that had faint wisps up to 100km.
