What do I need to tweak to change landing gear so their auto-struts aren't locked?

I need to be able to disable the auto-struts on wheels/gear so I can disable their auto-struts temporarily when docking to stations (to prevent kraken wobbles), but they are locked and don't allow disabling. What is it I need to change so their auto-struts can be flipped like any normal part?
