Always recover all parts at full price? It's a cheat.

Fair point. Should have a refurbishment and haulage cost based on recovery distance from KSC.

Refurb cost also reduced and haulage waved, if landed undamaged on the KSC runway.

Not how it works. You get the normal recovery based on percentage from KSC. When you apply the part from the inventory, you pay full price for the part. The cool bit comes from how other mods can do things with the parts that come from that inventory

By default it doesn't touch funds at all, instead the parts are just used by other mods for things. For instance, with Kerbal Construction Time you can use recovered parts to reduce build times and @severedsolo is working on a part failure mod where the chance for failure is based on how many times you've reused an individual part (see, for instance, the bathtub curve for failure rates).

There is an option to override how funds work where (currently) you can recover parts and sell them at full price, but instead of getting funds back when you recover a vessel you instead pay funds to recover the vessel based on how far away it is (0% if landed on the runway/launchpad, up to 90% of the cost of the vessel on the other side of Kerbin). Overall the net funds is exactly the same as stock if you sell everything, but I'm planning on adding (configurable) cost curves so you could have the value of a part decrease with continued usage, and perhaps add an additional cost to recovery for refurbishment. With those options added, using the part inventory will be more expensive overall than Stock, which already sells every part for 100% value every time you recover.
