What will happen to this forum if Net Neutrality fails?

I doubt it'll fail. It might get a bit slower, unless Squad or TakeTwo pay whatever surcharge is needed to ensure that traffic to the site is prioritised*. Although it's not a terribly data heavy site anyway so we might not notice a slowdown anyway.

*That might be one small benefit of KSP being owned by a deep-pocketed publisher.

I believe this would only apply if our traffic never entered the US. Service providers inside the US could just as easily charge content providers who host on servers inside the US as they can content consumers for material hosted on foreign servers.

 

So hopefully, what will happen is all the servers move to Canada, Europe, at least for me. From the maps I could find, There is not a single ocean cable from South America to the rest of the world that doesn't pass through the United States, and Canada only has them on the east coast (the ones on the Pacific side all connect via the US). The connections between Europe and West Asia aren't super great either, my point being that the US is basically the physical centre of the Internet (at least for English speakers).

Also, for people who play online games, North American servers are almost always in the US as well, and those connections can't afford to be delayed. So that's fun.

this is were i found "kado" last op (a perticular stance) interesting ... even if i tend to found ep 8? 9? to 11? sort of storyline rushed

of course the said stance if you spot it find it's meaning mostly because of the whole series (/tease ; oh my bad i m so evil xDr)

Nothing, net neutrality is mostly about streaming, worst case downloading an new KSP version will go a bit slower. 
Net neutrality is mostly an effect of two effects:
The rapid increase in streaming and therefor huge bandwidth load who cost the internet service provider more than calculated. Say you pay for an 50Mb/s line, except from streaming users would very rarely use 50Mb/s, so if they have 1000 users ISP can easy get away with less than 5Gb/s out from central, that is 5Mb/s on each user. 
Now if everybody watch Netflics the ISP will have to upgrade the backbone this cost money. 

Now as many ISP also is cable TV providers who is an declining marked because of streaming,  they want in on the content part there the big money is. 
Either by demand money from content providers or provide their own services and nerf the competitors. 

The real problem is that high speed internet is an utility require fixed infrastructure, outside of DSL over telephone line and not always even that is owned by operator so you can not easy switch. 

The balloon, ultra high UAV and satellite plans from Facebook and Google is probably not primarily to provide internet to the 3rd world but as an plan to become ISP if net neutrality fails.

Netflix got big enough to be against net neutrality (although they wont admit it openly). They can easily make agreements with providers while knowing potential competitors dont have this influence and will be kept away from the market...
