What about RSC on water or steam?

Would need a new respurce while IntakeAir is already in the game.

I'm pretty sure this would be fairly easy to implement or mod in. Just make the RCS use IntakeAir and switch modes, or simply turn monoprop tanks off when in the atmosphere, or sth.

This feature is already included in the amazing Quiztech Aero Mod. Its a great help controlling a VTOL or just making small planes easier to fly.

Makes sense on the VTOL application.  Though I assume you'd need some electrically powered equipment to compress the air?  So it kind of ends up being a small, specialized propellor.

If you were store it and use is replacement RCS fuel in space, I would suspect the specific impulse would be dreadful (since no combustion to get exhaust velocity up).  Worked for Watney hand-thrusters though, I guess.
