Tactical Bacon

I dont know if my install is glitched or what it is but im not using any mods and I cant transfer fuel from one tank to another. I am trying to Shift + right click on 2 tanks but I dont get the option to transfer. Is there a requirement or something in career mode or is it just glitched?
