  17. A pre-release for finding bugs isn't an expansion. It doesn't have to be purchased separately from KSP, and it isn't outside the original scope of the game. It isn't really an official update either, since it isn't being released to everyone, you have to opt in. So, really, there isn't any promise you've shown which says Squad is obligated to provide this to everyone.
