This will take a single kerbal (with no cargo) to space and back in under 6 minutes of game time. Stage the decoupler after 25k, and the stage 1 parachute at 50k (going up). (Don't bother staging the stage 0 parachute - that's just there for weight balance). Total out of pocket cost is about 600 credits because it lands in the grasslands right next to KSC.
