The kas mod has a grappling hook part that would work. Im not sure about the fuel transfer though.

My recently developed Heavy Transfer Vehicle. also i think the fuel ratio for the large hybrid engine is off, for one big orange tank it needs only one of the small stock xenon tanks.

The reason people don't use them is because they are pretty heavy to carry all the way to Duna.

I was just thinking about this today. i remembered from a video (I think Vsauce but i'm not sure) the event horizon is the point where orbital velocity is the speed of light. so if you are orbiting a black hole and you lower your perigee to beneath the event horizon, but keep your apogee above it, at your perigee will you be traveling faster than the speed of light? like this red circle is the event horizon green is circular orbit blue is altered orbit
