Turns out only objects that are detected while on the designated orbit count for the contract.

Can't remember exactly but there's an old bug that can set the docking ports into a wrong state... Fixable by editing the save file to reset the state. Try to find the exact instructions... they're somewhere on these forums. Best of luck
