How about using basic jet engines as VTOL engines? They drain alot less fuel than rocket engines so you'll be able to hover for an extended period of time. Basicly, create a main body, place wings, and under the wings hang fuel tanks out to the sides of the main body, while keeping them all in line with the center of mass.
