I'm having a similar overheating issue to aluc24, in KSP 1.3.1 and without any other mods that affect temperature. Enabling the "ignore max temperature" cheat and warping will sometimes flash heat bars on all parts at maximum temperature for a fraction of a second, as if the thermal simulation glitched slightly and ignore heat dissipation for just a moment. I'll try and see if I can reproduce it reliably.
