Career - placing maneuver nodes?

I know you have to upgrade something so I upgraded the tracking station and all it did was change the orbit path from gray to blue (what does that do?) I'm pretty sure something else has to be upgraded as well but IDK what.

mission control has to be upgraded to allow mission planning maneuver nodes.

I'm pretty sure its gotta be mission control level 2 also, but I'm not 100% sure
