Not exiting time warp as expected

It's usually not really an issue, but I've been continuing time warps below the minimum altitude for that particular level of warp. Only tested on Minmus suborbital passing below 3000m under warp, Mun with periapsis of 13 km at 100* warp, and Mun suborbital passing below 10 km at 50* warp so far.

added note: tested with only KAC, same version, and a suborbital flight with apoapsis over 130 km went to 100* warp till hitting atmosphere.

same test, slightly higher apoapsis, NO mods, warp sustained till atmo.
