Fuel Transfer Not Working

I dont know if my install is glitched or what it is but im not using any mods and I cant transfer fuel from one tank to another. I am trying to Shift + right click on 2 tanks but I dont get the option to transfer. Is there a requirement or something in career mode or is it just glitched?

Hi Tactical Bacon, Kerbals don't realize the utility of fuel transfer until they upgrade to the tier2 R&D complex and discover that they have to fix all the plumbing.
