[Answered] How does one add rep with this new system?

The like button adds +1 rep to the user of the post you liked. It always adds +1 rep, regardless of your personal rep score.

 

I've noticed that there is a "like" button to the bottom right corner of every post other than your own, but there is no "rep this post" button. Does the like button add rep? I've noticed that you can also "unlike" something after you've liked it, meaning you would be able to add and then remove rep if this was the case.

Yes, the "Like this" button adds rep.

It's out of scale with the old forum's rep system though, the "Like this" button always adds exactly 1 rep, where in the old system it could add 1-5, usually leaning towards 5 rep, using a "rep power" system. So in the old forum repping someone usually meant giving them 5 points, now "liking" a post gives 1 point, no matter what.

"Liking" something adds 1 rep, regardless of your previous rep power. And yes, "unliking" does remove that rep point from whoever you "liked".
