Why isn't this a sub-orbital flight?

Your apoapsis appears to be outside the Mun's sphere of influence so you're escaping. A small burn retrograde should bring you inside.

ETA- It'll need to be less than 2400km

Tried that, but ran out of fuel.

I am going to wait a bit longer until these bugs are fixed before coming back to KSP.

Sometimes contract requirements are a little unintuitive. It's possible that the "suborbital" thing won't be checked off until all the other conditions in that section are also checked off (i.e. the "altitude between 150km and 160km" bit etc). That is because the contract only cares whether or not you are suborbital in the exact moment all conditions are fulfilled.

I've never seen it do that, unless it's bugged. The "suborbital" bit should be checked off as soon as you are out of the atmosphere (if ascending) or as soon as your orbit line intersects the ground (if descending).

Likewise for @Starwaster and @Hodari - I've never experienced a situation where a condition is not checked off just because another condition is not checked off.

If you truly meet all parameters of the contract and it's still not completing then you can always try the debug menu and complete the contract manually(alt f12, then go to the contracts tab and press com I believe
