Flights in progress math error

Why does my sandbox - flights in progress add up to one more than there really are?

 

With one space station in orbit, resuming that sandbox says there are two flights in progress.

 

With nothing, then it tells me there is one flight in progress. Always one more than there really are.

Bug?

Doesn't matter how many are in orbit. You have to count the ones on the ground, too. Do you have any spare ships or pieces of debris laying around?

Is this for 1.1+?  Do you have any planted flags?

Flags used to not be counted as active flights (although if I remember right, this was a pretty recent change!  Maybe even just in 1.0.5?) but they appear to be counted again in 1.1+.  For example, in my save, I have 7 ships and 5 flags.  1.0.5 says there are 7 flights, and 1.1.2 says there are 12.

Also, just because you can't see some ships, doesn't mean that they're not there. Mouse over the top edge in the map view (towards the center) and a small list of buttons come out. These are you filters for what kind of ships to display. The little number by each category is the number of ships that are in that category. Click the buttons to toggle the visibility of that ship type.

None on the ground. Space center only lists one flight. The opening of the game save (sandbox selected) states two flights.

no other ships counted. . . But....there is one flag, so I guess we're back to counting flags as flights in progress even though the flight that planted the flag has long returned to Kerban and recovered.
