Nope.  Not in a vacuum.  There is no wind to push it over, no wind or water to erode the land around it.  Barring a perfect meteor strike, it should stay there forever.

With the exception of Apollo 11, all the Moon's flags are still standing (but sun-bleached and pure white), and Apollo 11's flag was knocked over by the LEM ascent because they put it too close.

Yup.   Me too, they just fall over gently and rock about a bit.  At least they stay there - unless they are on a slope then they can just roll to the bottom and settle there.

At first I thought it was flags planted pre 1.1, but I had it happen to new ones too.

How could Squad possibly not know this by now? It's the first thing I noticed after opening an old save in 1.1 (which other people had been playing for weeks before me).

I took it as a challenge, so I built a probe with a downward facing grabber unit and two sets of landing struts, one higher than the other. I landed near the flag, scooted over it with rcs, and retracted the lower set of legs to drop the grabber down. It actually worked, I just had to use rcs to push the ship down to get it to grab the flag. Lifted off and brought it home to the space center as a souvenir!
