There's a local business that repairs car windshields. Their website says:

Quote

Carglass (business name) repairs or replaces all types of glass on vehicles, regardless of make, model or age.
Visit our subsidiary or call our technician and arrange a visit at home, work or any other place.

Seems we've got this covered.

Space is big.

But LEO is not that big. We've got to be careful. Seeing a chip or crack in one of the windows that is keeping the air that I'm breathing in and protecting me from a quick death just outside would be pretty disconcerting if I was up there.

How many seconds would the crew have to reach and don protective gear in the event of a moderate breach?

Define "moderate". If the hole was small enough, you could just cover it up with some space tape from one of the many patch kits handy. If it's really bad, the doors between each module are designed to shut if there's a significant pressure gradient. In that case, the crew might have time to move to one of the escape pods and seal it off before they decide what to do next. But anything larger than can be patched with some space tape is probably enough to depressurize that module in a few seconds, RIP whoever might have been inside it.

Then the doors to that part of the station would close, and the crew would probably move to one of the escape pods, where they would be safe until they can decide what to do next.

There is no "protective gear". In the case of a rapid decompression, the procedure is to evacuate to the next module (closest to Zarya/Zvezda) and to seal off the damaged module. If the Zarya/Zvezda are damaged, the plan is to evacuate to seal off the module and to evacuate into the Soyuz.

The ISS has been hit thousands of times, but it has shielding that protects it against MMOD damage. Anything larger is tracked and triggers an avoidance maneuver when they predict that it gets into a 10km box around the ISS.
