Part requires kerbal in same vessel to work

Is there a way to make a part require someone on the same vessel to work, but still have no space for crew.

For example you have a command pod with crew, and this part (ex. ore converter) works, but if the the kerbal goes out, it stops working.

I've thought about making the kerbal a resource, but don't think this would work :(

And depending on crew type and experience, the better the output.

With a custom module/addon/plugin, sure.

Pretty sure there are methods to grab the list of kerbals that are present on a vehicle, and check those for a specific type of kerbal, experience level... or even name.  The stock ISRU module I believe does this; depends on an engineer for some functionality, but has zero crew capacity.

Sorry I can't give you specific code examples; though you might consider looking over some of RoverDude's source code for the various UKS/MKS modules as some of them also have kerbal-class-specific requirements.
