Why NASA gave up on creating vandenberg launch in California

If hes referring to the Shuttle never launching out of Vandenberg, thats because after Challenger the military pulled out of the Shuttle program for the most part, leaving the polar satellites the military produced to be launched by fully expendable launchers, and abandoning the idea of bringing down enemy satellites.

The goal of shuttle before challenger was for it launch every US payload-USAF, NASA, NOAA, commercial-so that's not really true.

So before Challenger, NASA willing to lend Space Shuttle to any other American government agency for launching their satellite if they willing to pay for it? :D

That's the situation after Challenger. Before, it was supposed to available to anyone. It wasn't supposed to be just another launch vehicle, it was supposed to revolutionise the industry through reuse; that's simply not something it could have done if it was restricted to a few US gov. payloads. There were real commercial launches, and there were advanced plans for foreign government payloads.

Yup, the Vandenberg pad was a USAF project that got scrapped after challenger.  Read Mike Mullane's book... he's very open about that what's and how's of how NASA was pimping out the Shuttle program (and seats on it) to anyone who would kick in bucks.

Wouldn't the falling booster parts significantly limit the available target inclinations? It's one thing when you have the whole Atlantic, or the Pacific, or Kazakhstani steppes; but we're talking about stage separation events over mainland America.

It would be pretty much solely for polar or near-polar orbits, with a dogleg manouver to keep flight over the ocean.

Well, the Soviets weren't scared about 'Mericans stealing their sats.

They were afraid that an entire Almaz spy station could be stolen. Which is why the Almaz stations had 23 mm cannons and crews with laser pistols and rifle-shotgun-machetes.
