If this is the case I assume that you are saying that we will be able to control throttle without signal but not craft orientation.... That's ok , but under a certain altitude orbiting a planet the craft wont hold the same position right?

I believe that's under investigation. The engine's getting a little update which should mitigate particular aspects of the gear's broken-ness. In particular, I think the issue to which "Wheel Blocked" is a workaround has been attacked.
