10 meter heat shield can't retract? 1.1.3

So I'm trying to build a ship to go to Jool and I have a 10 meter heat shield installed for aerobraking. I inflated it, but for some reason I can't retract it. Is this a bug or can it really not be retracted?

Also, is there anyways to retract it using an engineer?

No, it can't retract, inflating it was made a one-time action by design.

Well I guess I'll have to launch two heatshields then...

There's a pretty simple config change that makes it re-inflatable, if you're not averse to mild modding

Note you can jettison it, do you don't need a decoupler to get rid of it once its no longer needed.

I did also try that, but the game bugged out so I couldn't. I had to use Bill (using the KAS/KIS mod) to detach it manually.
