Solar Sail launch?

I can not get part/s to "click" to bottom of the solar sail, how do I launch?? The search function makes the internet explorer chuck a wobbly.

Solar/Laser sail is a planned feature for KSPI-E, it allows the regular KSPI Solar sail to act as a photon laser sail, by  making use of KSPI exciting beamed power network in the infrared/UV wavelength, it effectivly allows vessels to do cheap propellant less propulsion at unreasonable speeds toward planets or nearby stars

Perhaps more specialized hybrid solarsail/electric sail are more effectively as it would allow interstellar probes send to nearby stars  to slow down more effectively at their target star.
