It is. I don't have a KSP / CKAN install handy right now, but the metadata for it is at https://github.com/KSP-CKAN/CKAN-meta/blob/master/KerbalEngineerRedux/KerbalEngineerRedux-1.1.1.0.ckan

If you're talking about why it's not available for KSP 1.2 yet, that's because there hasn't been an (official) KER release for 1.2 yet.

UPDATE: Turns out I do have a CKAN install now:

CKAN by default only lists mods that are compatible with the installed version of KSP that CKAN is currently managing. This is so you don't accidentally install something that won't run, or worse, crash the game on startup.

You can change this by clicking on the button that reads "Filter (Compatible)", IIRC. There you should be able to select to show all mods, regardless of version support.

Since we are in that kind of trouble, i just updated my KSP to 1.2.

Everytime i updated my KSP version i had problems with Ckan. Many mods are missing and i dont underdtand why.

For example
I took Karibou from RoverDude, my Master repositories in Ckan
default | https://github.com/KSP-CKAN/CKAN-meta/archive/master.tar.gz

and, while searching few minutes, i found this
https://github.com/KSP-CKAN/CKAN-meta/blob/master/KaribouExpeditionRover/KaribouExpeditionRover-0.3.0.0.ckan

i assume that this link mean that Karibou is in the master.tar.gz file but i am not sur it work that way and in Ckan, i dont have Karibou in the list, even if i turn the filter to all.
There is lot of mods in that kind of trouble (like Karbonite and karbonite plus...)

Any ideas ? how to refresh the master.tar.gz or something ? Thanks you !

To the best of my knowledge, the CKAN client's version detection stuff needs manual intervention when a new KSP version is released. There's been some commits to the client repository that add the most recent builds, so the best I can suggest now is to just sit tight for a day or two and wait for the next CKAN client release.

And for what it's worth, I just refreshed my CKAN cache and do see version 0.2.4.0 of the Karibou mod (for KSP 1.1.3) when I turn off the compatible version filter. Not sure why you wouldn't be. :(

I downloaded master.tar.gz and opened it. I find inside KaribouExpeditionRover-0.3.0.0.ckan file, see below

So in the master repositories there is the last versions of each mods and i assume that they should appear in Ckan.
If you check the text file you can find that

for Karibou Expedition Rover 3.0.0:

And if you look in text files from mods that actually appear in Ckan like these ones

I dont know if its that but, For Karibou, the version for KSP 1.1.3 is the The Karibou 2.4.0.ckan file (see below) and it is the same as kerbal planetary base and Deep freeze
