Is there any documented changelog for in-version builds?

Specifically I've updated from 1.1.3.1260 or so to 1.1.3.1289 and I'm curious about what differences there might be, but neither the wiki nor readme in the game directory covers these particulars.

I suppose you could try diffing the two readme files between the versions. They shouldn't be identical.
