They're experiments that you deploy via EVA, and connect to a central station which records the results and is used to transmit them once enough data is collected. :) See this post for more info:

Big grats on a well deserved Modding Monday, I only just realized it. I still have not had time to deploy a SEP mission in 1.2.1, but the last dev version in 1.1.3 was a pleasure to work with. And finally a reason for sending several kerbonauts on a lander instead of a single, making an Apollo style Mun mission a lot more attractive.

You transmit them? But you need Kerbals to set it up, so why not take the data? That's what I always do. :P

There's no data lost by transmitting the results. The ALSEP packages were essentially mutli instrument monitoring stations that were deployed and then then transmitted data back for months.
