Some of the videos I have seen have really great eye candy like clouds.  Is that a better graphics card or a mod?  I have turned my graphics up all that way, best I can tell, and I see no clouds.

Mods. That is currently the only way to get clouds. Usually those 'hi-res' videos and screenshots use some combination of SVE, Scatterer, Planetshine, Distant object enhancement, and EVE

Clouds are added by a mod, called Environmental Visual Enhancements. Beware, the volumetric clouds you get when you fly a vessel through them are the single most graphics-power-devouring thing you can have in the entirety of KSP and its modding community. Still, for many people the visual improvement is worth the drop in FPS. And EVE does other things besides that too.

Additionally, there are some other graphics mods besides that. Scatterer, which aims to improve the look of air and water; Planetshine, which makes planets relfect light in their own color; Distant Object Enhancement, which actually lets you see Jool and its moons from Kerbin orbit (if you know where to look and squint really hard, of course); Texture Replacer, which does exactly what it says on the tin for things like the skybox, or Kerbal astronaut suits; Kopernicus, which is strictly speaking not a graphics mod but lets you replace planet textures even better than through Texture Replacer; and RealPlume Stock Configs, which makes engine exhausts look like actual rocket engines.

Beyond that, you have some content packs, which bundle multiple of the mods named above together with custom art assets, in order to provide a one-stop-shop solution for improving the looks of your game. The most well-known of them is Stock Visual Enhancements.
