I don't see why not.

There are a few mission concepts where submarine probes (with propellers obviously) would be sent into the oceans of titan. It seems like oceans are the center of attention when looking for life, so why not let us do experiments there?

I think if we get boat props then we need plane props too. And if you think about it, electric propeller engines would be really useful on other planets irl, where oxygen isn't available.

For water exploration? Did anybody forget that jet engines work when they are in water?

Ok, fine in KSP to use jets underwater. But propellors I think would be much more efficient as opposed to jets.

That's actually a really good point. Electric props would work there though.
