Note that the date on that FCC filing regarding a Starlink test shows NET 4/20/2020—but it was only filed a few days ago, so the 2020 is a typo obviously. That means we won't expect a test flight until maybe Tuesday next week.

Regarding the chart above, the ring sections only go on that chart if they have been positively IDed. This is usually one of Mary's pics that shows the paper taped to it that says "BN2 COMMON DOME" or whatever. Loads of rings and ring sections have not been IDed.
