Nah, the Richter scale goes all the way down to "can only be picked up by instruments", which isn't that awesome. Real rockets register on the Fujita scale, whose lowest point is F0:

I'm more and more of the idea that Spacex designed parachutes that are too effective and 3 of them deployed slow down the ship so much that the 4th doesn't bite enough atmosphere until it is very low and the pressure gets high enough to deploy the last one

Worth mentioning that the original Dragon design had 3 parachutes, it was NASA that recommended putting 4 along with a few other things (like less windows)

There's cover in the holes that were above the engine, looking like cocktail shakers. Needed during ascent because aerodynamics

The engines have also been coated to look nicer and prevent corrosion from the nearby sea

As I understand they use the mount for an radar tracked anti air gun and replace the gun with an telescope, might beefed up the radar a bit as range will be longer but you will also be aiming directly at target. 
It should have an way to select target so you don't follow dropped stages and fine adjustment,

We point telescopes at comets, and they are much further away and moving much faster.

It's an angular tracking issue, comets have high velocity, but small movement across the sky. You could have a scope that could follow ISS, but not a car going 1000 times slower past your house.

Yeah, I know. That was my point. The farther away the rocket is, the less difficult it is to track at high speed.
