Wikipedia seems to think so, though it says it's just uprated thrust. The titanium grid fins have already flown (they are flying again for CRS-12, right?).

The game-changer seems to be the Block 5 upgrades, with stuff like more reusable heat shielding around the engines and 'improved' (stronger?) landing legs and further upgraded thrust among other reusability-friendly things

I think I can safely say the weather shouldn't be a factor this morning!
