1.3 CTD during load.

1.3 crashes to desktop during load, running 64 bit

All mods with available updates are up to date per ksp-avc

please help me identify the mod causing the crash.

This happened to me when I was first trying to load KSP in 1.3, with my bazillion mods. 

One of my mods was outdated, and mono.dll crashed me, just like yours.

The mod most likely incompatible (or out of date) is InterstellarFuelSwitch, since that was the last thing being loaded before the crash.

 

Uninstall it, and launch KSP and see if it still crashes.
