I have the same problem

EDIT:

I gathered enough evidence pointing at a fault in an addon.

In particular, I suggest you to remove SCANSAT (if ure using it). In my case it was crashing, probably because it's still 1.22 version.

I had (if not the same) a similar problem.  I would also conclude that the problem is an add-on.  In my case it was Planetshine.  I solved the problem by (and this takes a while) making a vanilla (zero add-ons) install of KSP 1.3, making sure it ran (it did) and then adding add-ons a few at a time until I got to the point where the game failed on load again.  (I think I was adding 3 add-ons at a time - when it failed I could narrow the problem to 1 of 3.)  Yes, it's time-consuming, especially for a heavily modded install but it solved my problem.

The mono.dll mostly indicates a outdated mod. Always make sure you download the right modversion for the right KSP version. Also as staded above, when installing a lot of mods, install them in parts and check a few times if everythings works.

Sorting the gamedata folder on date will also help with quick searching which mod is causing crashes during the install session

Just noticed that for whatever reason on my win7 system (and ksp in particular), replacing folders doesn't seem to do the trick when the prompt window pops up.

Think I really need to delete the mod folder. Will see if that is the solution.

My question is what else are you running while playing KSP

You have 16 gigs of ram with 9 gigs free yet you have a 20 gig pagefile with 10 gigs free?
