During the localization pre-release, we discovered that the Steam database has a special application ID for early adopters of KSP. (There was an issue where the language packs were not downloading for early adopters, but worked fine for everyone else, because that special app ID had not been updated to include the language pack downloads.) Based on that, most likely they will mark you as already owning the expansion when it is released, and it will either auto-download or be available to be chosen to download.
