Do you mean the forum's rule against RP? It's because people get so caught up in it that it causes arguments so bad that we've had to ban people.

Because it results in spill-over. People get in-character, forget to get out-of-character, and then stir stuff up. Also, it's untenable to moderate.

Roleplay is very active when it's going on so yea, moderation is difficult without a team dedicated to the roleplay section itself.

Because people go overboard and don't know how to limit themselves when doing it. Trust me as a former moderator on a couple Forums, it's not exactly a pretty sight.

There are some dedicated places for Roleplaying and associated activities, such as Facebook groups.
