Eh, I figured that I've done it before and was successful. Just as long as it stays on the ground either all or most of the time, and never gets higher than a few meters off the ground, and it's completely stock, I think that'd be somewhat fair.

All engines push the craft forward only, and they must be Juno's. No one said the wheels have to be on the ground, but in order for the lap time you count, you have to do a lap, which means following the track, or in other words, keeping contact with it at all times.

So I made a car that spun out in the middle of the run and stilled got 0:49 on the track

as far as I know this also the only entry that uses m1 wheels instead. 
It's nightmarishly fast and extremely hard to control without either completely losing grip or spinning
I have been working on this car for a month now but this is the first time it actually made a lap around the track.
It's too hard for me to get it down any shorter since I been trying for the past 5 hours

It explodes when you pass over the lines connecting the different "biomes" of the KSC.

-edit- I added your run as the Toyota AE86 <--- That's what I assume you built?! The previous name was too long for me to put it in the scoreboard properly.

personally I prefer using TimeControl (it works in 1.3) because it tells me my fps, how much time is actually slowed down, and gives you the option to lock the game speed to delta time per frame. Although if you install both you can get full camera control in slow mo but then it breaks camera tools.

It's a unfixable game glitch (unfixable without a game patch)
The lines separating the biomes of the KSC break wheels.

I got a 48 second run on a track with flags placed at all the corners with his craft, so it's not exaggerated, he just doesn't have a great PC, so his game is wayyyy slowed down, and he has to speed the footage up to real time.

Ah, is that what it is! In my experience it doesn't break wheels if you don't max out both spring & damper settings, and don't have a too high mass load per wheel. It's not so different with a previous version of KSP with the terrain seams, those damaged wheels as well, until I just lowered the settings. Usually I went for a lower damper setting. Good for trucks while driving in rough terrain. For a racer that might not be the case.
